The Town of East Haven Social Services Department assists East Haven residents with various local and State of Connecticut assistance programs. Through the generosity of community organizations, local churches, and individuals, the Social Services Department is able to provide all East Haven residents in need of assistance with access to the local food pantry, clothing for children, back to school supplies, camp scholarships and holiday baskets.

ENERGY ASSISTANCE PROGRAM STARTS OCTOBER 1, 2014
The Town of East Haven Social Services Department collaborates with the Community Action Agency of New Haven (CAANH) to administer the Connecticut Energy Assistance Program. This program is designed to help offset the winter heating costs of Connecticut’s lower income households.
Please call the East Haven Senior Center, 203–468–3277, for an appointment. At this time we are only taking applications for deliverable fuels which include oil.
Gas and electric applications will be taken starting in January 2015. We will be taking applications by APPOINTMENT ONLY. Please note the final decision on all applications is the responsibility of Community Action.
The basic paperwork needed includes but is not limited to:
• Income of one month (social security income, pension, last month of paystubs, child support, alimony).
• Most recent checking account statement.
• Most recent UI bill.
• Most recent gas bill (if you heat with gas).
Please note that this paperwork is needed for everyone in the household over the age of 18.
HOMEOWNER’S TAX RELIEF PROGRAM
Available to elderly (65+) and totally disabled homeowners who meet income guidelines. Application period is February 1st through May 15th. Call the East Haven Assessor’s office at 203–468–3233 for details.
RENTERS’ REBATE PROGRAM
The Town of East Haven has begun accepting applications for the State of Connecticut’s Renters’ Rebate program. The state program provides a reimbursement for East Haven renters who are elderly or totally disabled, and whose incomes do not exceed certain limits. The rebate amount is based on graduated income scale and the amount of rent and utility payments made in 2013. Last year, 466 East Haven residents received $248,000.
Residents of East Farm Village, Wood View and Union School Apartments will be able to apply on site during designated times and dates. Please contact the resident services or management staff for exact times and dates.
All other qualified residents must schedule an appointment by calling the Town of East Haven Senior Center at 203–468–3277. Applications will be accepted through September 15. All checks will be mailed by the State of Connecticut in October, regardless of when the application is submitted. The Renters’ Rebate Program is coordinated by the Town of East Haven Social Services Department.
