Housing Rehabilitation Loan Program

The Town of East Haven participates in a competitive application process annually for the Community Development Block Grant (CDBG) for Small Cities (defined as having a population under 50,000). For the past several years the Town has been awarded CDBG funds which have been used for our Housing Rehabilitation Loan Program, designed to aid low– and moderate–income persons. Families with an income of 80% of the area median income or less are eligible for an interest–free loan for home repair and renovation that is paid back upon transfer of title. Homeowners: If you would like to apply, you can print, fill out, and mail in an application, or stop by the Urban Renewal and Community Development Office in Town Hall to apply in person. Please see Michelle Bemivegna at 250 Main Street, East Haven, CT, 06512.

Contractors: If you would like to participate in East Haven’s Housing Rehabilitation Program, you must have the following:

  • Home improvement license from the State of Connecticut
  • Full liability and workers’ compensation licenses
  • All proper building permits
  • As of April 22, 2010, any renovations made to houses built prior to 1978 need to be done by Lead Certified Firms using Lead Certified Renovators. Please review this handout from ChemScope regarding the Lead Renovator, Repair, & Painting (RRP) Rule.
